The Flemish Heritage Institute (Vlaams Instituut voor het Onroerend Erfgoed)

The Flemish Heritage Institute (VIOE) is a scientific agency under the aegis of the Flemish Government. The policy of the Institute is to approach the legacy of the past as an integrated whole, encompassing not only archaeology, but also monuments, landscapes and heritage afloat.

The VIOE was established by government decree on 5th March 2004 through the merger of the Institute for the Archaeological Heritage (IAP) and a group of specialists of the former Department of Monuments and Landscapes (now R-O-Vlaanderen)..The Institute is set up to carry out research and organise presentation with particular reference to archaeology, monuments, landscapes and heritage afloat.
These roles are pursued by means of a series of programmes of field research, survey, inventory, conservation and restoration, specialist research, publication and presentation, with emphasis being placed on the promotion of public awareness of this heritage.

Essential elements of the VIOE research programme include involvement in archaeological projects, and in the care, maintenance, and management of monuments, landscapes and heritage afloat. The VIOE undertakes archaeological excavations (both rescue- and research-initiated); it maps sites of cultural and historical interest; and it is compiling an inventory of noteworthy buildings, ships and shipwrecks, archaeological sites and other features of heritage significance.

The researchers of the VIOE publish frequently in scientific journals; they organise exhibitions; and they provide professional advice. The research and the expertise of the VIOE provides the scientific base upon which the heritage policy of the Flemish Government is formulated.

A significant reorganisation of the administrative structures of the Flemish government took effect on 1st January 2006 . As part of this reorganisation the Ministry of the Flemish Community was replaced by thirteen departments, each with a specific area of competence. The VIOE now falls within the competence area of Environmental Planning, Residential Policy and National Heritage (RWO). While it has a place in this structure, the VIOE is an Internal Independent Agency (IVA) and as such it is under the direct authority of the Minister. As an IVA the Institute does not itself have an independent legal persona.
